Dr. James D. Moreland Jr. is Principal Engineer of MEI Innovative Solutions Inc., where he advises on mission engineering, systems integration, and national security strategy. After retiring from the U.S. Department of Defense (DoD) Senior Executive Service in 2020, he served as Vice President of Strategy, and then Vice President of Mission Engineering and Integration (MEI) at Raytheon Technologies.

His government career included Executive Director for MEI, Deputy Assistant Secretary of Defense for Tactical Warfare Systems, Executive Director for Naval Warfare, and Chief Engineer of the Naval Surface Warfare Center Dahlgren Division. Dr. Moreland has advised the National Science Board and White House Office of Science and Technology and will serve on the Air Force Scientific Advisory Board in 2026.

A recipient of the DoD Exceptional Civilian Service Award and the Navy Distinguished Civilian Service Award, he is an internationally published author, keynote speaker, doctoral research advisor, and adjunct professor.
